1982 - 1989

China State Construction Engineering Corporation (shortened as CSCEC) was formally established on June 11, 1982.

From July 3 to 5, 1984, the CSCEC reform seminar was held in Beijing, at which CSCEC signed Letter of Economic Responsibilities 1984 with chiefs of eight engineering bureaus directly under CSCEC. This was the first time that CSCEC had implemented the "contractual management responsibility" system nationwide.

On July 18, 1985, the famous American magazine Engineering News Record published its 1984 ranking of "Top 225 Word Contractors", where CSCEC ranked 21th for its overseas turnover of US$824 million. December 10, China Construction America Inc. was incorporated in the State of Delaware.

In October 1988, CSCEC held a seminar on learning from Lubuge experience in Wuhan, which proposed that the implementation of Lubuge project be an important part of the reform in construction enterprises.

On November 28, 1987, China Architecture Enterprise Association presented the Luban Prize for 12 Construction Projects for the first time. The Shenzhen International Trade Center project contracted by Shenzhen First Construction and Installation Engineering Company of CSCEC Third Construction Bureau Co., Ltd. , was awarded the first Luban Prize for Construction Projects.
